On Thursday November 18, 2010 at 10:30 a.m. a coalition of reform groups will hold a press conference at the Capitol to discuss the effort to pass a stripped-down version of the DISCLOSE Act focusing solely on the disclosure provisions of the bill. Such a bill would take away the issues raised by critics of the DISCLOSE Act and provide a straight up-or-down vote on disclosure. Reform groups are working to secure the one or two votes necessary to pass the legislation in both the House and the Senate during the lame duck session.
In addition, a new Public Citizen study on the precipitous drop in donor disclosure by outside groups during the 2010 election cycle will be released at the press conference. The study analyzes the level of disclosure for both types of electioneering activities – electioneering communications and independent expenditures – and compares the level of disclosure in 2010 with levels of the three election cycles preceding the U.S. Supreme Court’s decision in Citizens United v. Federal Election Commission.
